Ok, I lied!
It is a 8 spanner size and it has L and R with an arc in between, so I assume maybe it changes the lens from left hand drive to RHD?,
I fiddled with it a few years ago but it seemed to change nothing! I'll look again

Interesting find, Tom.
On my headlight, it's the opposite side to the adjuster thumbwheel.

It should be the top.
If the wiring loom has been mixed up so it was on the wrong bulbs that would give the effect that has been mentioned,
especially if the aim has been lowered to suit the hi being on when it should be the low.
It might not be obvious whie riding as putting on the hi puts both lamps on which would increase the brightness.
Hi, the correct lamp does appear to be illuminating, IE the top part on dip, and the bottom round part on main.
Maybe its just how the CT is
